A large chunk of the particularly shitty users are in Tokyo Ghoul, SnK and Monmusu threads. Eliminate those and you have a much better /a/. Drawthreads and waifu threads have some shitty posters too. I have seen some particularly egregious emoticon/stuttering shit get deleted recently (along with even worse shit like pepes/rees/cuck spam etc) but the key is it must be reported. Since any word can be s-stuttered l-like this there is no instant way for even the mods to find who is doing it board wide. Point it out. Point out any derail you see, any blogshit you see, any normies ree etc.
