Basically, Pokémon generals aren't allowed because they can't possibly have discussion about it, it's just a nonstop combination of image dumping and waifuposting.
/vp/ does have threads that are just image dumps and waifuposting, like Phox Phriday, but that's a weekly thing so it's not nearly as bad. Every other popular Pokémon keeps its dump threads periodic, but Gardevoir General has a thread, or multiple, at all times.
They also post furry images (which is a problem on /vp/ in general; keep in mind when I say "furry" I mean anthromorphized with tits and shit, as opposed to their canon designs) and there's to my understanding an ERP Discord for the threads, but that's just additional things against it; it being 24/7 image dumping with no new discussion is the main reason the threads aren't allowed.
