/r9k/'s board culture was entirely invented on its own free of suggestion from mods/moot. So considering it just blew in with the wind nothing is set in stone to prevent it from being blowing away eventually, sort of like there is no precedent to try to "fix" /b/ because the most accurate interpretation of that board is that no one can dictate what it should/must try to be, for better or worse (mostly worse).
Actually, come to think of it didn't moot remove /r9k/ in the first place because of that wallowing/self-pitying nature in the first place? He would be happy to see that go away, not try to protect it. /r9k/ was supposed to be like a gentleman's /b/, with better/more interesting discussion, more originality etc. Compared to actual /b/ it actually is not terrible considering there is something to the board besides porn/rate me threads. I remember when moot disabled the robot and /r9k/ was semi-tolerable due to all the new memes that sprouted as a result. Sure it was still essentially the same nonstop shitposting it was before (and still is today), but stuff like pic related made the board worth visiting. It was the only time /r9k/ was actually clever and funny. Plus, there was literally nothing stopping people from ignoring threads they didn't like and posting in threads they did.
Then Hiro re-enabled the robot because of a few loud autists who complained about "muh board culture" and who refused to fuck off to 8gag or wizchan, and the board has become unredeemable shit ever since. Sometimes it's better not to listen to the loudest people, because more often than not they have the shittiest ideas.
