To answer OP's question, you don't. Unless the mods decide to take drastic action.
Frankly, I think 4chan has outlived its usefulness and is in no way related to the "old" 4chan.
There are plenty of other imageboards out there.
The rampant shitposting here has gotten out of hand and only a handful of boards/threads are actually usable.

Mods post more often than never, make their presence known and make examples of flagrant shitposters by sticky-ing the worst threads for all to see the public bans.
At this point you need to just start nailing shitposters to the church doors in order to get the rabble back under control.

Start wordfiltering meme words and phrases and copypasta into randomly selected text or randomly generated garbarge. Enforce the /r9k/ originality system globally for all OPs, for both text and images. Hash and block meme and spam images. Ban posters whining about anime on an anime site.

But /pol/ attracts outsiders. From what I understand, it's now fairly common for reddit to direct undesirables to /pol/. /pol/ is like the refugee camp of 4chan, and you want to welcome them with open arms because no one else wants them.
Ban all generals
Either restrict access or make 10 or 20 shadow board for each if the fastest boards, and divide the existing user base between them. Do this on the back end, so to every user, they just appear to be on the board they think they're on.
All the added random boards are qualitatively better than /b/, and they're smaller.
