Why doesn't /pol/ use the actual Ohayou template instead of just making edits of the Momiji one constantly

Those boards don't really fit the bill except maybe /p/, /ic/ and /i/, and that's only because they're so small, slow, and based all around creating content, so it does fit the idea of it being "per capita". Also maybe /tg/ because you absolutely have to create new content for role-playing/board gaming, but that's also stretching what people consider OC on 4chan.
/v/ is so large, and has lost all capacity to create OC in the last years so it definitely doesn't fit. It used to be the biggest OC provider for years after /b/ died, but not anymore.
What helps /pol/ is that politics are such a broad subject and there's always something new every day in the news, especially with the election, and there's more motivation to create OC since it has political purpose. A lot of the old OC makers from old /b/ and /v/ migrated there too.
