WW2 history is pretty interesting too. I don't play the game but I've learned a lot about the IJN due to Kantai Collection getting me interested in researching it. Yeah, the game itself is just a "meh" browser game, but don't disrespect the lore.

and you know touhou is mostly a big deal because of it's fan works rather than the games themselves.

2) Despite that, Kadokawa arbitrarily decided to be strict as fuck on fan works so it has no ability to grow on its own. It's like they don't realize why Touhou became as popular as it did and think cute girls are all they need.

The game does nothing interesting with WW2 lore and this is one of the worst aspects of the game. With some effort you could make an interesting setting and plot or some unique relations between the characters but instead you have hundreds of generic waifubait characters with mecha-musume weaponry and overused personalities who lack all the appeal of actual naval warfare or characters who live in that kind of setting. But I guess it's okay because they have some lines referencing the ships' history buried beneath all their harem-character tier lines.

The anime was written by multiple people who didn't bother coordinating their overarching theme, or, for that matter, or anything else. The comedy aspect and the war aspect don't play well at all and there's significant mood whiplash. Kisaragi's death is invoked at random points in time where the writer basically tells you "it's time to get sad now" before being promptly forgotten about. I'm not saying that everyone should just sit around and be depressed all the time, but there are tons of shows out there that handle the transition between comedy and dread with much more finesse the Kancolle displayed.
The climax plot is hard to take seriously, given as how it's pretty much injected starting in Episode 9 or whatever, like someone flipped a switch and decided the show had to get serious. That's actually an interesting premise on its face, with room for interesting psychological drama and discussions between the fleet girls, fires of the past and so on... except it's not executed well. The sense of dread and foreboding is more something you're informed about than something that is shown. By Episode 12 I was hoping that they would all sink.
Aside from those two major issues I've also got a scattering of more minor complaint. None of the girls actually know their history, which is a setting choice, but takes out about three quarters of what makes the characters interesting. Fubuki's quest to become stronger is uninteresting because she has no rivals or detractors to overcome. The admiral seems like a joke. Side characters are presented one-dimensionally. Probably other things I can't think of.
