Because tokenism is a form of appeasement when there are issues that need to be placated. If there's less real racism, there's less need for token appeasement. Tokenism is a band-aid that treats the symptom rather than the cause. The cause still exists, the band-aid doesn't fix the cause, and there was no cause, there would be no need for a band-aid.
