If you get a new IP that hasn't been used within 24 hours, you have to wait 15 minutes before posting.

The mobile UI is dogshit and mobile browsers are too. The mobile clients are better but the best of them are still subpar -- efficiency wise -- compared to the desktop version of 4chan. Typing on a touchscreen is also a pain in the ass. Mobile data is expensive in most first-world countries and I'd imagine especially Australia. I'd say phoneposting is an inconvenience.
When I said increase the cooldown I was thinking of something along the lines of merely 2 minutes. And keep in mind this isn't to eradicate all shitposts as much as to just make the board speed a bit manageable for actual moderation.There will always be people who are dedicated enough for countermeasures to have no effect on but every shitpost it delays counts.
