No one uses textboards enough to warrant having them
Why not simply disable the ability for OPs and replies to have images? That way you keep consistency with regular boards while allowing text-only boards to exist.

Having separate image and text boards is pointless. Just make it optional for OP to use an image on the boards that are more discussion-focused.
