I think there should be a global rule against posting duplicate topics.
This means that if you're about to create a thread about the same autistic topic that the other guy has posted, you'll be forced to think twice the next time you don't check the catalog.
I think a rule like this could promote better content.

Rules don't force people to behave. The people who don't check the catalog now won't check it if a rule is made telling them to. It would be better to create a mechanism by which mods could merge threads, similar to the existing thread moving mechanism (it could probably share code).
As for generals, if someone makes a thread that merely states the discussion topic without adding to the discussion, it should be treated as a request thread. Delete the crap generals that are restarted for the sake of restarting them, while leaving threads where there is legitimate continued discussion alone.
