That banner is a homage to the precaptcha spam you saw on /b/ and every other board. And I mean spam when I say spam holy shit 4chan was 60% bot posts before. Those images would work as executable and feed some guys botnet or steal data.

I looked at what the file had. It looked to be some sort of http, But still encoded further.
Not ever upon deleting a suspected "virus" has it executed any form of program,
I do hold 4chans administration in high regard, as they have had to put up with our shit for a long time.
But for something as obvious as this to be approved for distribution to the public seems inadmissible.
