Why doesn't 4chan implement something to detect some global rule violations and warn the users before something bad happens?

if it had detected a global rule violation then it would mean that something bad has already happened.

i know but why not implement a system to monitor posts and allow a live moderator or janitor to allow or reject and issue a warning based on the post?

4chan relies on the users of 4chan to be the detectors in that situation and report it, or the janitors see it and send it to the janitorial queue.

Nigger, moot just ripped off Futaba, which was a foreign concept in the west. The closest you are getting is their system for detecting CP.
I'm thinking an image filter would be useful right about now.
