What does this mean? What are the legal issues surrounding my comments when 4chan deletes a post of mine? You can't just legally go deleting stuff people own without their permission can you?

Pretty sure it just means that combination of words is your responsibility and not 4chan's so they can't be held reliable.
But that doesn't mean they can't erase your words from the site if they want.
