SRS only discusses comments that get upvoted, though I'd agree that there should be more strict guidelines on minimum score based on subreddit size. And sure, some of the comments are just satire/jokes, but it's the underlying message that's being addressed. "Ha ha child abuse" type jokes are still pretty shitty, the whole point of the joke is being dismissive of a serious issue, there's no actual humor in it other than that.
