I don't think /aco/-tan and /d/-tan have any familial relationship, clone or otherwise, and just share some of the same interests with the friction between them being caused because some of /d/'s shit got sold to /aco/ without her knowing.

What gets tans drawn are
1) The size of the board and their feelings towards tans (/pol/, /v/, /mlp/, /co/, /a/, /d/, /ic/)
2) A character being easy to draw (/v/, [s4s])
3) A character being cute ([s4s], /c/, /wsr/, /pol/'s sub characters like Christ-chan and Ebola, /x/, /jp/)
4) Tastes specific to the artist (/x/, /d/, /mlp/)
The most popular tans are not the ones with unique designs.
The most visually unique tans are /m/, /toy/, r9k, and to a lesser extent /cgl/ and /fa/, /tg/, /ic/, etc.
/x/ is probably the single most popular female tan, and she is not anywhere as unique as some of the other female tans. She has a red eye and striped stockings. She is popular because people like striped stockings and those kind of semi-supernatural girls. She is cute.
/v/ and /pol/ are by far the most popular male tans, because they have massive board populations that enjoy content, and because /v/ is very easy to draw. r9k's robot is certainly more unique than either, as is /m/, and /pol/ certainly isn't as visually interesting or unique as /ic/, /fa/, or /tg/'s designs. There is nothing "out of the ordinary" about /c/, or Vivian James, or [s4s], or /jp/, yet they are some of the most popular and often drawn characters.

He's the news board redirect. moot redirected the /new/ users to /pol/ when the board first opened so only people familiar with /new/ would understand why /pol/ is represented by the news tan. It's also one of the reasons why there's a lot of controversy between the older news anons and the newer /pol/ users.

However, I will point out that at the time /new/-tan was created, it was after /r9k/ and /new/ were deleted back in 2011, so the /new/ anons might not be aware that an artist was already drawing their board tan at that time. No one does. Some board tans act like their boards, but the majority of them are more like board representatives. ex. /ck/ was mainly male dominated in the past, but /co/ users portrayed them as a housewife stereotype. Most of them also have a leaning towards wine and meat threads, but /ck/'s board tan seems to prefer baking.They were also pretty hilarious in the past, but the board tan lacked the humor and stayed waifu to /co/. It was never brought up because /ck/ users don't give a shit about board tans or accurate representations. /x/ didn't care about accurate representation either so /x/-tan was made as waifu material. /pol/ is more like husbando and fetish fuel for fangirls.
It helps to know that the /new/ board (the one /pol/'s tan was based off of) is not like /pol/ today. It was obvious that the news board had people who were into economics, history, and arguments with a bit of snarky comeback added to the mix. The artist just didn't portray it because he literally didn't think anyone would be attracted to the board tan.
news board anons seem shyer than /pol/lacks when it comes to trolling other sites. They spend more time trolling themselves than other boards.

He's mainly used for board history. The artist did some study into previous 4chan news' userbase and made a prediction that moot would delete the text boards, so it seems he's the only person concerned with user history to save a few /n/ threads on the text boards. There was a thread on /qa/ with someone asking if /n/-News existed, and he provided old screencaps proving that they did exist. If the artist hadn't saved them, the new /pol/ users would literally be repeating history.
/pol/ tan is a combination of news users from 2006-2013 (the artist stopped visiting 4chan to deal with irl issues). /pol/ aka /new/ tan aka /n/? represents Politics or News, but he also represents the users from previous generations. It's a new take on board tan, so people probably thought that he's just good looking and nothing else. In reality the artist tries to recreate old 4chan news history before /new/ tan went public (while at the same time goofing off with boards such as the Winterball shenanigans).
He also created /int/ tan because /pol/ tan (/new/) needed to talk to a board whose userbases frequent each other.
