I doubt the mods even try to do anything about persistent spammers. How else would the pedo spammer on /tv/ for example still be around? He makes at least one thread a day, often several, and has been at it for years, non-stop. There's only so many IP addresses (from different ranges) he can come up with, and if he's posting through an ISP the mods should have already filed an abuse report (and if necessary banned the entire ISP).
