Ban phoneposters, bar none the biggest influx of newfags
Ban: cancer in general (newfags, redditors, tumblrfags, ifunnyfags, etc), niggerspeak (lmao, OMG, #ANYTHING), underagespeak (emoticons, LOL, etc), phoneposters, force proper grammar (or at least capitalization), redirect to meatspin anyone who clicks on a 4chan link outside 4chan, remove 4chan boards from google indexes and fill the front page with ads. But yeah, Hiro will never do this.

Be the change you want to see in the world. Lead by example. Be a nice person and people will be nice back to you, and then when they aren't nice to you, post smug anime girl faces or something.
Legislation doesn't need to be passed if you can spread a forced cancer meme of "be excellent to each other."
Accept newbies and be nice to them. If you must be mean to certain undesirables, do so by being passive aggressive and sarcastic. For example, if somebody posts a request thread, and you hate request threads, rather than tell them to fuck off, link them to a google search with the body of their post as the search term, with accompanying text like, "I hope this helps, OP!" and a smiling anime girl avatar.
Find a thread about a subject you really don't like, and wish people wouldn't post in? Educate yourself on some aspect of the show or game or movie or whatever that people really don't like and pretend that that's your favorite part of it. "I love the Land Before Time because thinking about how Ducky's voice Actress was murdered by her father gets me hard." And then when somebody challenges you on it, double down and pretend even harder.
This is how you fix 4chan. In other words, be 2chan.
