So many threads ruined because 1/2 replies are some shitty catchphrase in response to pic related.

It isn't allowed out side of /b/. Some of the more popular phrases ones are already being marked as spam. I couldn't even give an example without it being marked as spam.
There are quite a few troll images that go unpunished. Many are even topic-specific images.
