I'm also assuming things take a long time do decide and change if anything interesting is submitted there. Really though, it seems that a few people that actually use /a/ should get together and decide if a new, /a/-specific rule should exist, or if they should enforce rules as they are written right now while delegating another board to the handling of that content. I don't mean the general userbase either; mods and janitors should be the ones making the final word after looking at and properly understanding the content in question, and what discussion it brings. They should also be the ones to decide what is and is not good for the quality and theme of the board, all while looking at other boards that might better house the content in question. This is obviously a pretty big mess as it is, and no proper and understood closure has been had. You have to keep in mind what kinds of people post on not only /a/, but all of 4chan. Many misunderstandings, and disagreements in favour of how things were done in the past, have and will, arise. People need to learn that (even on 4chan) moderate and reasonable change in favour of quality and comfort of discussion is a good thing. It's about making as many people as possible happy within reasonable confines. And if in the end I need to leave, so be it.

I know it's too much to be asking for, but striving for improvement is natural to many people. It's a real problem when people believe they are supposed to act a certain way that is not beneficial to discussions relevant to a board. Give a little, get a little. But you can't give too little and you can't give too much, because then you'll be taken for granted or simply disliked. You've just got to have a good mindset in place, and then things will fall into place on their own for the most part.

When HUMANS discuss things, a common way to break the ice and open up conversation is to start with a general subject and zoom in. Think of a conversation about cars, it could start of with someone making a thread on /o/ asking what their favourite engines built in the 70s, are, then go into more specific detail discussing certain makes and their pros and cons, etc.
