Rule violation is treated as a lower priority than illegal content. When a single post reaches a set number of reports for illegal content all of the moderation staff are notified.

I always thought that regular reports put the post in the queue for staff of the respective board, with consecutive reports bumping up its priority.
Whereas illegal content reports lit up the dashboard for staff sitewide, as if to say "get this off the site NOW".

Which is also why I think you can get banned for misuse of the latter.
