4chan's "NSFW" isn't to be taken literally. All blue boards are meant to do is stop porn dumps to allow discussion.
The point where it becomes bannable/deletable is where it has no relevance to the board or is extremely excessive. Which is why /a/ got its special status of allowing nipples because lots of TV airing anime and published manga have nipples shown in them. Banning them would basically cut off the discussion and it would be relegated to boards where discussion doesn't happen so much.
As for OPs image it fits perfectly fine for /wsr/ since it gets plenty of people asking for anime recommendations.

I can post pic related on EVERY board and not get banned for it, because its technically allowed. You'll get banned for it if your using it to shitpost, image dumping or it really serves no purpose at all. Some boards have tighter 'nsfw' rules than others due to their board topic and the userbase on that board. Like /v/ or /tv/ for example. Both have massive immature shitposting userbases and /v/ is obvious, while I've heard with /tv/ even just actress posting is banned because it quickly devolves into shit.
The ads are free from the user posting limits, because again
