on which board can you discuss philosophical questions such as, do you believe in free will, what is your view on utilitarianism?
as far as I know his and lit are only for discussion philosophical works or specific philosophers but in both boards a thread like the before mentioned one would be OT, or is it okay to post a thread like that there?

a /ph/ board would still be great thing, tho.
and don't tell me philosophy is a nichee interest, pretty much everyone is interested in philosophy

I would say /his/ is too new to worry about board culture. It says it's the philosophy board, philosophy threads should go there.

Threads like you mention get posted in /x/, but please don't post them there it's one of the many things wrong with that board.
