Why don't mods ban everyone who replies to a blatantly offtopic/shitpost thread?

Often, one of the replyers is the OP on another IP address and everyone who replies is just encouraging the shitposter by giving him what he wants.

the problem is that it's not that easy to make it happen without people wanting to ban threads about topics they don't like because they "are so obviously stupid topics they are clearly bait"
