Not everyone knows how to ban evade, especially children too young to have already learned how to do so.
On top of not knowing how, a lot of people won't put the effort in (Even if it's just resetting a modem) and will fuck off to some other part of the internet and never come back because their attention span is shorter than the length of their ban.

Bans are not easilly bypassed. Some people are good at bypassing them.
