For me they pop up when I'm doing heavy posting in generals for live events. I think they are a kind of anti spam measure.

Anyways, delete cookies and you go back to house numbers

Delete cookies, clear cache and restart browser. If it happens again, repeat.

For some random reason, Google may think you are a spammer. Happened to me few weeks ago and it wasn't pleasant at all, but doing those steps worked for me.
