Because they're sports related, and threads regarding Fifa or Football Manager can be made on both /v/ and /sp/. But they stay on /sp/ due to the popularity of sports games on that board.

/ovg/ is in /o/.
They cause no fuss, it works best that way, and just like honda or bike generals.
You can just hide them.
/vg/ already has too many generals.
