Everyone knows the janitors can't do their jobs.
I suggest a collective janitor browser extension. Rule-breaking/bait/spam threads will be collectively filtered, and hidden. Sage in the options field will be automated in any filtered threads.

The system will accommodate to the taste's of individual users. For instance, if one user flags a post as spam, and a second user flags it as not spam, then these users should have less pull on what is filtered between each other.
Eventually, this system would balance itself and create a 4chan unique to everyone's preferences.
