Do they add a new topic of discussion or provide a necessary relief for a topic flooding its original area?

I'd vote for a weed board. Boards should be put up to a vote, now that I think about it. Listening to a minority of users on /qa/ doesn't seem to do much since a majority of 4chan doesn't care about this board.
