Usually because the "new" idea is already covered by an existing board and will be taking stuff away from one or more that already exist.

I was thinking of making one myself because that one died before I could respond. There were good arguments but the anti-weed people mainly told others to fuck off and spouted memes. If this board had more moderators, you might have a good discussion about it.
Look back at all the "new" boards and ask
Do they add a new topic of discussion or provide a necessary relief for a topic flooding its original area?
or
does the new board take a specific chunk of an already existing discussion and remove it from its original spot?
