So why are avatars allowed in drawthreads despite breaking global

So why are avatars allowed in drawthreads despite breaking global rule 13? Is it because people are drawing their own avatars? There is a thread in /b/ where people are claiming that rule doesn't apply to them.

I've tried reporting them before, but mods don't really seem to see the issue. Drawthreads usually have a big concentration of cancer, anyway, so it's best to just ignore it. It isn't that big of a deal.

I was under the impression that pretentious elitism is a constant on 4chan as well as the rest of the internet at large.

Sure there are tracers and bad artists but it's about the same as if i were dumping pictures in a porn thread and people said i was avatarfagging if it was the same girl

The modmin details several aspects of a typical avatarfag and mostly describes the problem as one of attention whoring. Drawhores are definitely whoring out for attention, but I think the problem is more when people pop into threads that aren't about them and suddenly take all of the attention for themselves. A thread on /b/ where people post pictures alongside their Roleplay Faggotry (which, for the record, is not banned anywhere except /mlp/) is probably ignored because it's not disrupting anything except for the catalog.
