It's not allowed at all on any board where global 3 is active. Lurk on the bans page and you'll see poo in loo comments being banned even on /pol/. In regards to antisemitism, /pol/ is mostly just conspiracy theorycrafting, not necessarily racism.
A major issue with determining whether something is enforced or not is that a lot of people expect mods to browse every thread 24/7, but they don't, and a lot of people don't report these posts. I made a poll once, and it turned out half of the voters didn't even know a report function existed. The staff team is also very small for a website of this size. Now top it off with people abusing the report function and you'll end up with a full time job for staff members.
As I said, lurk the bans page, you'll see plenty racism being removed.
