To be fair, /r/ worked just fine for work-safe requests. It's just that there were a lot of whiners and lazy shits who used all the porn on /r/ as an excuse to not use it.
Non-porn requests on /r/ got answered anyway, for people who bothered to use it.
/news/ could arguably be just /pol/, but the former at least tries to curb all the rampant shitposting (with arguable results, to be sure).

How is a request board "pandering to normalfags?" 4chan has had a request board since 2003. Having a request board helps cut down on bothersome requests that plague other boards.
