Yes. If you have dynamic IP it should change occasionally without you doing anything. People often have success with getting a new IP by turning their routers off for about thirty seconds, which sometimes makes your ISP assign you a new IP address. Lately I have had success getting a new IP by changing the MAC address on my router. Worked about five times then after that when I changed it the internet wouldn't connect, so I had to go back to the banned IP.
Anyways, try disconnecting router or changing router MAC address.

Your router has it's own mini-DHCP, which maintains the IPs across your local network so nothing conflicts.
ISPs have a DHCP which hands out the IPs as requested, but a lot of ISPs have lately been giving users a "sticky dynamic IP", which is basically a static IP with a release time.
You may have to leave your router off for months if you want to change your IP that way. Another way is to spoof your routers MAC address, or your own possibly, and you will most likely get a new IP.

I've had this happen to me, changed the MAC again and it fixed it. Only once have I actually ever been assigned a previously used IP.
