7chan and ate-chan have pretty small communities in general. Loli is constantly being uploaded to sankaku complex and exhentai and /b/ usually has multiple active loli threads at any given moment. On SC there are 125,000+ loli images but only about 4,500 guro images.
There also used to be dozens of imageboards dedicated to loli but guro only had one imageboard that really gained any traction.
