Well, I won't way that I do report it, as announcing reports is against the rules, but let's just say that I am already aware of the rule you cited, and am familiar with the report feature. (At least when I'm at my desktop. Reporting on mobile site is nigh impossible, since legacy captcha is unavailable for reporting on mobile, and you can't get out of the endless image captcha loop.)
The problem is, outside of a small handful of boards, reporting these does nothing.
