Really though just Google "/a/ anime recommendations" because actually we do have tons of rec info, we just don't want to have to manually go through this shit with people every hour of every day because it is actually a long process to figure out what you want and if you can find it in anime.
Perhaps more importantly asking for generic recs makes people on /a/ directly lay their tastes on the table and this naturally will promote the thread into becoming an argument between /a/nons over tastes because there is in fact a somewhat diverse (or more like very polarized) range of what people like/hate in anime.

It does cover rec threads though. Mods on /a/ also follow a very strict interpretation of global rules hence off topic / blatant shitposting threads usually get axed. Not always, but usually they are fairly on-the-ball about it.
The other thing is as was said earlier in the thread /a/ actually has a wealth of resources for recs, you just have to Google it.

Long histories behind some of those rules + user majority condones them. moot also being too lazy to put it in writing because he was a shit, but also probably he didn't want to admit that community rules altered the actual state of moderation in some places here, because that would make him look less in-control of things and could easily spur on people to try to force more and more leniency on off topic shit, etc.
Also some things are used as common shitposting tools or instantly promote shitposting so are treated as global 3 material. So even if you didn't realize you pushed a shitposting trigger the mods don't know if you were earnest or scheming for shenanigans and assume it as the latter.
