This has never been true at any point in 4chan's history. Mods have global power. There simply aren't enough of them to limit them to specific boards. Only janitors are limited to one or two boards, because they are recruited specifically to help moderate boards they are familiar with, because mods don't always know what counts as shitposting on a board they don't visit. They rely on janitors pulled from the native population to sift the content for them.

You don't apply to be a mod. 4chan's mods are a very tight knit group, smaller in number than you would think for a site this big. In the past, moot only promoted very trusted people he'd known for years to mod status. The oldest mods were friends from moot's pre-4chan days, the newer ones were pulled from the site itself, including from the pool of janitors after the janitor program started a few years ago.
Hiro hasn't thus far shown any inclination to change the mod staff, so the senior mods must still be using the old system that moot setup before he left, hiring long time reliable janitors to be mods.
Alternatively you can try asskissing the senior mods on IRC and see where that gets you.
