Pretty sure OP that /trash/ is intended to be a place for people who might be in the middle of a conversation in a thread that gets deleted on some technicality.
The thread gets moved to /trash/ and the conversation can continue.
Probably the only reason they even allow creation of threads on /trash/ in the first place is so people don't intentionally try to break the rules on other boards just to get their thread on trash.
Disable thread creation on /trash/, otherwise it's a pointless board.

/l/ was removed 11 years ago for the same reason as /g/ (guro) and /sm/ (shota). The content on it and the people it attracted (real life paedos who would post real CP) were toxic to the brand and made it hard for moot to find anyone that would provide a service to 4chan. Be it donations, web hosting or even at one point domain name registration (4chan was originally called 4chan.net). None of those boards are ever coming back.

/l/ was infamous in it's short existence for having a large amount of real child porn posted on it. Child Porn is the #1 legal issue with 4chan. Whether you like it or not, the people who like lolicon and the people that like real CP are largely the same. Especially now that 4chan relies on a lot of external services such as Cloudflare, I don't see them bringing back anything that attracts these people.
This isn't an argument against why /l/ should not come back, this is basically the reason it was deleted 11 years ago and never will come back.
