I've been browsing /v/ and 4chan for about 6 years now, but I can't remember any stickies on /v/ for some reason. It's probably because I never really got into 4chan more than casually laughing at stupid things before the middle of 2014. I do clearly remember the much worse moderation. I remember SCP and CWC threads in 2012.
Since /news/ is basically a text board, is ASCII art/SJIS stuff allowed as long as its vaguely on topic? Will I get banned for posting it? Are certain ascii or unicode characters blocked on /news/ like on /qa/ and some other boards ?

My thoughts on this is that it's not necessarily "news" it's art. Or coding, as Google is telling me about SJIS (I had to look them up). So while I wouldn't say you'd get banned there is a good chance the thread would just get janitor'd away relatively quickly

This has been a recurring problem on /vp/, and it's the result of shitty board culture that needs to be fixed.
/vp/ has a general dedicated to anime discussion. The very first line of the OP is:

Before anyone jumps here, be aware that the OP is himself a shitposter that spams /qa/ threads, /a/ threads, and other forms of threads. He then proceeds to jump to /qa/ and make these forms of threads while linking them elsewhere. It sounds ridiculously paranoid and I myself am aware of that, but that has been his M.O. for a while now.

Dear Hiro, it's time to do something about /s4s/.
The board is just so bad, it's like /b/ had a retarded baby brother. Just awful, but that's not the biggest issue here.
What troubles me is that the board regularly raids other board here on 4chan. They don't raid other sites like /b/ used to do, instead they attack boards on 4chan itself. Just like cancer they attack the host body but poses no threat to others.
A moderator called swaglord controls the board and has built a cult of personality around himself despite the fact that no tripfags are allowed on the board. Who knows what he might be up to next?
Deleting the board might be a bad idea, I fear what they might do then. Instead I suggest you change the board into a safe for work /b/. Call it:

Encourage people to post there and most importantly: allow My Little Pony-content. Doing so will completely cripple the current userbase, they would no longer be a threat to the rest of the site. You should also remove swaglord as moderator of /s4s/, send him off to a hostile board like /jp/.
