We have neighborhood watches, car pools for school children and vigilante groups forming all over the continent. The government didn't even interfere as it threatened when people started private firms patrolling their streets. This is what you need to aim for and so the thought of communal living like the hippies have preached for years is what you need to promote - of course only the anarchist part and the communist ones. Infiltrate your local societies like the society for traditional costumes, volunteer fire department or water rescue service.
The state can't do anything the community does not want to. We have arranged that all potential buildings for housing were "sold and occupied". You just need the right people and you need to put pressure on your mayor - make him an offer he can't refuse.
