Sort of, the convention as a whole has to adopt the rules under which it will operate -- what was "passed" last week was the report of the rules committee, which recommended a set of rules to the convention.
Can;t blame somebody for fighting as best they can, on either side, though as a stratewery I think Trump would have been wiser to allow the vote IF he was sure he would win it, and look strong through having the support of the convention instead of afraid to let the roll call go forward.
If he didn't have the votes, of course, then they had no choice but to shut it down.
