Nah, not really. It's the misconception that the region is uniform. You can't assume that all of latin america is like pic related. Some places have some actual industry are somewhat developed. Argentina, Brazil, Chile, Colombia, Panama, and Costa Rica have some nice cities and areas.
It also largely depends on your career. If you're a civil engineer, you're set. Other professions come to mind, but from what I gathered traveling around that was the (US) degree that opened the most doors.

I went white water rafting outside of Arenal class 4 rapids. Beautiful city, I spent a month there. You've got a lot of National Parks, very low unemployment... it's pretty comfy. Lots of demand in the oil, tourism and electronics sectors I hear.
Also, it's cold but strangely less cold than Santa Cruz which is more to the North. You won't suffer the cold very much if you come from the snowy part of the USA.
