All this said, we can't do genetic engineering on humans just yet without crazy accidents happening. We can't even do proper cloning yet. To do these things, we need to completely understand how the human machine works, specially the how the brain work, and for all you pop-sci fags who don't know, we are having a great trouble in AI because of Godel's Incomplete Problem. It proves that the brain is not a Turing machine, which is the only kind of computer we can build. Then we need to figure out how the gene produces the human machine, so we need to consider epigenetics, figure cancer, and basically very advance computational math. In short, he's afraid of the unknown and won't admit it. For anyone in the field, it's become clear that we would eventually become modern day eugenicists. Hell, it's even better because with the implications of the CRISPR-Cas9 system, we won't have to go through the breeding steps. The ethics system we developed after WWII is dictating that we're moving too fast and that experimentation on humans is wrong but this technology dictates that humans must eventually be test chambers for the technology so that true change can occur. It will also cause an "arms race" of sorts between the rich and poor again as the rich will be the only ones able to afford these technologies at the beginning of their creation.
The problem now becomes that other countries will continue to develop this technology and we won't. The restrictions will eventually be lifted by another but we'll be behind by then, unless all the research is done in secret. China sure as shit won't care if they sacrifice a couple hundred thousand babies to figure out exactly how this process works. Ultimately I think he's misguided in that he's letting his fear rule his decisions rather than letting it begin to happen and then setting limits on what can be altered and what can't. He' right in that we won't know what we're playing with until it's too late but he's wrong if he thinks that his localized ban will do anything to stop the development of this technology across the world.

Technically, we've been genetically engineering organisms for hundreds of thousands of years. Corn, wheat, dogs, cows, rice, etc.
Humans are more difficult to change genetically for two reasons:
1. We live a long time, compared to dogs or plants. If you want to go 100% amoral mad scientist, you're still waiting around 12-15 years for your experiments to grow to sexual maturity. There could be long term health problems that you'd never see until late in the game. Dogs, in comparison, take a couple years to be sexually mature, and one dog breeder can go through numerous generations in a few years.
2. Humans reproduce relatively slowly. Granted, we are always 'in heat' and can pop babies out once a year like a machine, but that's not useful for genetic engineering. What you want is litters, so that in a single generation you have many individuals with a mix of traits and can sort out which ones you want to keep and which are not going to be allowed to reproduce. With humans, one child per year. Each child takes ten years to tell if it's worth having. Not efficient at all.
So no, it will be difficult to have unregulated off the books genetic engineering of humans. Even China will find it difficult.
A better and more productive approach would be to try to eliminate genetic disorders and spread useful genes that already exist - for example Tibetians are said to have good lung capacity, so maybe you could sell that gene to runners or the military.
But the idea of eugenics cannot be done in the same way as we did it to dogs or mice. Humans are just not good candidates for it.

Dude, most widely used IQ tests today (WISC, SB5) use a combination of many different kinds of tests because this gives you the best measure of g and thus the best predictive power.

As someone coming from a family with a history of mental illness and cancer, I would rather have them successfully research into such fields rather than waving it off due to moral or religious issues. I had a good life waiting for me until a few truamatic events triggered my latant BPD, depression and bipolar tendencies. Now it's perma-fucked and will remain perma-fucked thanks to religious fanatics getting agitated over some fetuses that won't be brought into the world, but used and disposed for genetic testing.
And because of that, I've accepted that I'm a dead end with no real future. I have decided not to have children because of it, because unregulated breeding has led to so many mental and physical issues in the first place. I don't want future generations to undergo the same realization. But genetic manipulations within such fields could alleviate those concerns.
But should they go too far to the point where they could and would create literal sub-classes and sub-races of human species specifically engineered to cater to certain tasks? No. That would result in the complete loss of our humanity down the line. We would essentially become a new species - a cold and sterile one at that.
