He had self-esteem issues. His father, Alexander III, was dedicated to keeping peace so a lot of critics viewed him as weak. During Nicolas' rule critics also accused him of being weak and indecisive. He wanted instead to be remembered like his grandfather who defeated the turks in the 70's. So during the July crisis he decided to show strength by mobilizing the Army which the Austrians, and then Germans, took as an act of war.
Basically Nicky was an insecure fuck up who killed his own Empire.
Alexander III intended to start "Training" Nicholas in statesmanship when he was about 30, but Alexander became ill and died when Nicholas was only 26. Having suddenly been handed absolute power of the largest empire on earth at such a young age made him nervous and frightful, so he basically tried to just copy his fathers policies right at the time when world politics were drastically changing. He was an absolute autocrat at a time when despotism was simply no longer going to work.
By all accounts, he was a very kind, polite man who just wanted to be with his family; Problem was that as kind as he was, he was a bad Tsar. He more or less caused his own downfall.

Honestly its a miracle the Russian Empire lasted as long as it did, the fucking empire was a cancer patient waiting to die. The only success of the Russian Empire in WW1 was that it wasn't the Austro-Hungarian Empire.
