ok, what happens in this situation is they arrest him and generally he is charged with two things:
1) Hindering/Impeding an investigation
2) Resisting Arrest
They will always argue that they had planned to charge him with the first regardless and his behavior/attitude is what motivated the subsequent arrest and therefore the resisting charge. The prosecution knows that its going to have a hard time winning the case so they use a well known tactic call the plea bargain. Sadly, the prosecutor could only come up with the two charges :(
So, the prosecutor will generally offer the defendant a deal and say, "Hey, If you plead guilty today to the misdemeanor resisting charge, I will be a super cool bro tier broski and just dismiss the charge for Impeding the investigation. Its a more serious charge anyways and I know we all want to just put this behind us and get on with life"
