Really though, a sign only means something if the other people seeing it know it means something specifically.

The A-OK sign could be "Yeah we're good" to the crowd but could be "Go do your job" to an agent offside in a building or in the middle of the crowd. Both sides have to give it a meaning and understand that meaning.
