Not really. At least, not in traditional European societies. In any case, to compare traditional conditions to contemporary conditions was never my intention, I was simply making the case that it is ideal that these substances are not readily banned, and we have the cultural architecture to keep harmful substances out of public consumption. This is the ideal scenario, we can talk later about changing the culture of tobacco and alcohol use. In fact, we've managed to cut back heavily on tobacco use with heavy sanction.

That's definitely not clear. They're just not as widely consumed/used. In any case, use of these substances is inconsistent with a productive individual, and is thus inconsistent with a productive society.

I want the military to have full control over its own budget proposals so members of Congress can't request unnecessary "upgrades" to get contracts for their state's military industrial complex, I want doctors to have full control over their own practices, I want hospital CEOs to have strictly capped salaries and be required to hold a M.D., I want insurance companies to be subject to anti-trust laws. I am fine with immigration, but anyone who wants to become American should renounce their original country's culture/language/allegiance and do their best to learn English. Islam is incompatible with other religions, and while I support freedom of religion, Muslims should be subject to greater scrutiny than non-Muslims. All speech, including the most vile hate speech, should be protected by the first amendment. Guns up to an including fully automatic rifles should be protected by the second amendment, though I don't mind a gun-specific tax. If people want drugs to be legal, I don't mind that, but they need to be held fully responsible for any action they commit while under the influence of those drugs, and they ought to lose any right to health insurance if the decide to use those drugs. We should pay our teachers and policemen higher salaries, but require much more strict regulations/standards for their performance/knowledge. Certain tax exemptions need to be eliminated, specifically healthcare-related exemptions (eliminating universal healthcare and giving doctors power over their own practices would mostly offset this), mortgage exemptions, etc.
Also, we either need to limit the number of non-Americans a university is able to accept in a year, start taxing universities (they don't pay ANY property taxes currently), or both.
Only land-owning adult white males should have the right to vote.
