This actually made me think.
If you consider the utility islamaphobia may be worse. Define utility as harm multiplied by victims.
Terror attacks cause great harm (0.95) to a few people (300), yesterday's attack had an impact of 285 therefore.
Daily islamaphobia causes little harm (0.0001) to many hundreds of millions of muslims (let's use a conservative figure of 500,000,000) which means an impact of 50,000.
So yes, islamaphobia is actually far worse and more damaging overall.
