They're both fine. Some people don't think that Glocks are great ergonomically (me included) but they both have a good track record and it's more up to personal preference.
Although, those small Rugers do have shit triggers. They're not fun to shoot, even for a single stack 9mm, they're just reliable, cheap, and small. Basically the best concealed carry 9mm you can get in that price range but there's better stuff out there if you're willing to drop an extra 1 or 2 hundred.

Tavor is fine, if you want long range get a 1-6x scope. Good enough magnification for moderately long range without giving up shorter range capabilities. Realistically you're probably never going to be shooting at something far enough away to warrant a longer range round, 5.56 is good for a couple hundred yards.
For 400+ yard shots or for hunting you might want to look into a .308 but the semi autos can be heavy. SCAR 17 is probably the best you can do since it's light but I doubt it's Canada legal. Desert Tech MDR might live up to the hype as well and that might be more appealing if you're considering a Tavor.

Unless you want to get a bolt action and have the knowledge and abilities to push it to its mechanical limits, worrying about range is ridiculous. The tavor is plenty good enough to get rounds on target out to 600 yards if you do your part. You don't need high magnification either, just good glass and good fundamental marksmanship skills. 4x magnification has allowed me to shoot at any range the cartridge is effective to.
