I live in Nebraska and want to build a AR-15

I don't have any gun permits or training on how to handle weapons.

Do I just need to go to a gun shop, submit a background check, come back when it's approved, and buy my lower receiver and parts? if I'm reading this right, I don't need some kind of special gun permit for rifles, only for handguns do I need permits?

Can't go wrong with an ar-15 for your semi-auto rifle needs unless you have a very high budget available. As for a hand gun you need to consider if you want to carry it or not and give consideration to the size of the guns that you handle as well as the different main calibers you'll encounter such as .45 .40 and 9x19. Single stack is very popular right now with carry guns but I think it's asinine, might be something to research if you are looking for a smaller fun

870's and 500's are essentially the same thing. the only thing I like a little more about the 870 is the safety is easily manipulated from a shooting grip, whereas the 500 you have to move your hand to toggle the safety. In that case you'd probably want to go with a full-size 9mm duty gun.
Anything in the 500-600 dollar range is going to go bang everytime and for the most part is personal preference regarding ergonomics and other nuances.
G17 M&P9 SigP320(amongst other Sig offerings) Berretta PX4 and the Springfield XD are all easy to maintain handguns for beginners and will go bang everytime

If you plan on becoming a police officer find out what duty gun the department you'll end up in uses and get one of those for commonality in training.

I prefer the top mounted safety of the 500. You can easily see it and engage/disengage it while the shotgun is shouldered. The Maverick 88 isn't a bad choice at all if you're looking for an affordable and reliable home defense firearm though.

If you mean the only rail on the bottom in the front then yes it is. However the stud is now on the bottom of the bipod.

I actually don't run a sling (only because I keep forgetting to buy one) or a light (because I don't see a huge reason for it personally but I know others will disagree) but I also have the same idea as you about getting good with irons since having a scope/bipod on my savage made it no fun, just constant bullseyes on the target. The problem is that a lot of AR-15's don't have "stock" iron sights and will just come flattop now. If you get one without its own irons you can go the carry handle route like I did or do flip-ups but keep in mind a lot of the cheaper flip-ups won't keep zero (they'll stop being accurate after a few shots).

Also, I was in your shoes looking at the SKS, they're pretty expensive right now and don't look to come down. You've probably missed the boat on ever getting a good deal on one unless we lift up some bans. You can do an AR-15 pretty basic PSA build for $600 if you keep an eye on the sales but I'd ask /k/ for specifics on keeping under that budget.

As for building an AR, 99% of your parts you can order online and have shipped to your door. The only part that's special is the lower receiver. That's what the ATF considers a firearm and regulates. Everything else is just metal and plastic. To get a lower receiver you can either build one from an 80% if your the hands on type or you can buy one. Your local gunstore may have lowers for sale, but if they don't, you would write down the gunstores info (address, phone number, etc.) then you can order your receiver online from brownells or someone else. They won't ship to you, but they will ship to your gunstore. After It arrives at the gunstore, you pay a small fee and go through a background check then the Gunstore transfers the receiver over to you.

If you the SKS route check and make sure the ranges newr you allow steel case or you're going to be spending anywhere from .50¢ to 1$ a round of ammo for brass case 762x39 which isn't easy to find except online in bulk.
For the budget of 600 you will get a good AR-15(or even AK stick with newer wasr10s and Yugo m70s and avoid IO like the plague) but that's about it.
With the SKS route they are quickly becoming less and less a value so don't spend more than 300$ on one but if you an get a good deal you'd be a able to buy a 1000rnd case of wolf ammo and still be under the 600 budget.
Again don't go that route if you cannot actually shoot the cheap steel cased ammo or you'll go broke trying to feed it.

I just don't shoot often and the barrel is actually thicker than many I've seen. I don't care for the 1:9 twist though. The way I see it, I can always buy a better upper if I really wanted too, but I have found NOTHING on this gun to be of interior quality to anything else I've shot. My ffl and friends have all said it was built surprisingly well for the price. I'm willing to bet you've never seen one in person, either. My only complaint was that the trigger feel isn't that great but a quick trigger job would help.

Try and get a PSA Upper(minus bolt carrier group and charging handle) and slap it on any decent complete lower that will be the best bang for your buck regarding an AR.
It will also allow you to spread out the cost over several purchases allowing to save more money for slightly higer quality

I've seen over 30 in person.
A dad's friend is a contractor and bought 30 of them for a course he was helping run to train some foreign military SF.
Told him to tell me how they were because I was going to buy one from him after the course.
He said "you don't want to buy one of these, they were okay for the range because I could clear the jams on the spot but I wouldn't use one for combat"
So maybe you haven't seen a failure because, like you said yourself, you don't shoot often.
That course was 3 weeks long and the guns at the end didn't even have 3,000 rounds each through them before the problems started happening

There's truth to that, ive only shot about 200 rounds through mine. From what I understand, their quality was shit for a while but has gotten better. I wanted an ar to build on instead of buying pieces individually. If the bcg takes a shit, I'll buy a better one. These guns are too simple to have many real issues.
