1)if he was told not to reach for his license and or step out of the vehicle so that the officer can get the license out of his pocket (which the officer is allowed to do) then it may have seemed like he was refusing to do as the officer told him and he was reaching for the gun. its not like the cop knows in that moment if the guys got a CCP
2) he looks like a armed robbery suspect in the area and even if he tells the officer he has a weapon it doesnt mean he is cooperating . he would be considered armed and dangerous so he would need to keep his hands were the cop can see them
